Richard G. Gebhardt, Lobbyist
Rich has been working with CIDC since 1999. In his role as lobbyist, Rich interacts with state regulatory agencies and leaders and members of the Colorado General Assembly, guiding CIDC’s strategies based on the current legislative climate. Rich holds a Bachelors degree in Political Science and a Masters in Public Administration. A consultant for multiple clients on legislative and regulatory matters since 1976, he brings considerable expertise to CIDC’s efforts. A lifelong Colorado resident, Rich and his wife have five children.
Julie Hoerner
Julie Hoerner joined Richard G. Gebhardt & Associates January 2008. Prior to January 2008, Julie worked for the State of Colorado for over 10 years. Her most recent post was in Colorado Division of Insurance as the Director of External Affairs. In this role, she interacted with the Colorado General Assembly, the Office of the Governor, and the Executive Director of the Department of Regulatory Agencies' office concerning legislation and regulatory issues. Also, in this role, she drafted regulations and bulletins, spoke to the public about the division, and worked with the media on insurance issues. Prior to joining the division of insurance, Julie was the Deputy Director of the Department of Regulatory Agencies. She oversaw department contracts, prepared and advocated for legislation, and assisted the Executive Director in the functions of the department. Julie also worked for the Office of Legislative Legal Services as a senior staff attorney for many years. She drafted legislation and reviewed rules promulgated by executive branch agencies. Prior to her state service, Julie was an attorney in private practice. |
